Fix iosxr cli_config module diff issue (#44898)

* Fix iosxr cli_config module diff issue

* Modify iosxr plugin to support configuration
  diff capability (get_diff()) within Ansible
  to be in sync with iosxr_config module.

* Fix unit test case failure
