[stable-2.6] Reduce testing of Ubuntu versions.
Removing:
- Ubuntu 14.04 with Python 2.7
- Ubuntu 16.04 with Python 3.5
Keeping:
- Ubuntu 16.04 with Python 2.7
- Ubuntu 18.04 with Python 3.6.
