* Fix subversion integration test on Fedora 29.
This upgrades the sqlite-libs and subversion packages to make sure
that the version of sqlite expected by subversion is installed.

* don't touch system config when bringing up site
* removed original setup files
* fix opensuse config
This change corrects problems reported by the `yamllint` linter.
Since key duplication problems were removed in 4d48711, this commit
mainly fixes trailing spaces and extra empty lines at beginning/end of
files.
