Update how we automatically manage hotkeys, and add an option to disable it. If a controller is attached or detached, run mkcontroller with the volume_sense restart.

builds and launches picodrive as a 32 bit core.
the arm32 dynarec on this core is less buggy compared to the aarch64 version
