disable the "variable refresh rate" (Free-Sync / G-Sync) in Retroarch, as it seems unnecessary for the Anbernic devices (as far as I know) and it can cause stutterings

Begin adding support for Commodore PET. Thanks to @awhitney42for the idea. Will not add as a system to EmulationStation until it is supported by the theme.
