Updating the fileman bash script to bind gptokeyb prior to launching fileman. This will allow all devices to automatically bind to the same inputs as long as they have SDL2 entries for their gamepad.

Fixing a gcc issue in flycast2021 that prevented it from loading on RK3326 devices. We needed to turn off outlining atomics to prevent unused headers from being looked up. As a result, re-enabling flycast2021 for RK3326 devices

* Revert enabling blkid in e2fsprogs, this conflicts with the busybox binary and causes partitions to fail to resize on first boot.
* Optimize startup order and apply a guard to set_settings to ensure the system configuration exists before writing to it. This resolves black screen issues that sometimes occur during the initial boot.
