- Handy (already merged) and Bettel-lynx (PR not accepted) are compatible with this new format

Fixing a gcc issue in flycast2021 that prevented it from loading on RK3326 devices. We needed to turn off outlining atomics to prevent unused headers from being looked up. As a result, re-enabling flycast2021 for RK3326 devices
