Improve handling of background dark mode changes
...
The wallpaper doesn't currently update if the dark mode setting changes while the device is asleep. I'm hoping this workaround solves that problem but we'll see.

Bump minimum supported Android version to 10
...
Android 10 was the first to have a system-wide dark theme so it doesn't make sense to try to support anything before that.
