conjure-up: add awscli dep

This adds the awscli tools for our native cloud integration

Also Remove "awscli" from resources

awscli from resources wasn't providing the binary and doesn't actually provide a
module to import for python based conjure-up spells as we already provide
botocore which both awscli and conjure-up would rely on.
