jed: update options to configure script

Browse source 
* Remove --disable-debug and --disable-dependency-tracking (redundant
  options removed by Homebrew anyway)
* Add --with-slang to set proper path to S-Lang header files and
  libraries

Closes Homebrew/homebrew#41390.
