h2o 1.2.0

Version bump.

libyaml is now bundled with no opt-out. LibreSSL becomes an option per
upstream.

We’re not using upstream’s bundled LibreSSL because in the event of a
security problem we’re not waiting on upstream to bump the internal
library.

No other changes.

Closes Homebrew/homebrew#38646.
