global: Update to 6.2.7
Also removed option "without-rebuilding-php-parser". Option no longer needed as GNU Global is now distributed with the rebuild PHP parser by default. Closes Homebrew/homebrew#16759. Signed-off-by: Charlie Sharpsteen <source@sharpsteen.net>
