2fcf479adc Update path of nagios-plugins 
Change path from sbin/nagios-plugins to sbin in order to avoid hacks in
related formulae.

0c895dd8a1 nagios-plugins: install suid tools 
Added installation of suid plugins like check_icmp, check_dhcp, etc.

To be clear, this only installs the tools themselves; root privileges
are not required.

Closes Homebrew/homebrew#8740.
