The Scala distributions do not include documentation for library APIs
and tools. That documentation is distributed separately. This change
makes the formula install this documentation when the --with-docs
option is given.

brewkit.rb changes ENV destructively, so lets not do that everytime a formula
is required. Now it's possible for other tools to require a formula
description without worrying about side-effects.
