Upgrade stow to version 2.2.0. Stow is used to create symlinks.
Remove the `--mandir` because it uses the correct path.
Remove the `--infodir` because it also uses the correct path.
Tested using clang and llvm from XCode-4.3.3.

It seems that the main GNU download site has issues in some places
outside the U.S., so we'll use the provided "ftpmirror.gnu.org" to pick
a nearby mirror.
