42775a1691 dcmtk: add missing dep on cmake 
- Add a dep on cmake. Fixes build errors.
- Adjust the args to correctly create the array by appending '..'
- This error is unreported, but it works now with superenv.

Closes Homebrew/homebrew#16099.
