🍻 Default formulae for the missing package manager for macOS

This builds all three bit-depths, 8bit, 10bit, and 12bit, but only exports the 8bit C API. The other bit-depths are accessible at runtime through bit-depth introspection as well as through the x265 CLI. Closes #19124. Signed-off-by: ilovezfs <ilovezfs@icloud.com> |

Core formulae for the Homebrew package manager.
How do I install these formulae?
Just brew install <formula>. This is the default tap for Homebrew and is installed by default.
