libxml2 is vulnerable to an XSS attack due to an issue with round-tripping certain server-side includes: https://bugzilla.gnome.org/show_bug.cgi?id=769760 Several CVEs have been assigned based on this behaviour. This is not fixed upstream, but Nokogiri does distribute a patched version of libxml2 in order to fix it. This adopts Nokogiri's patch. Closes #36426.
