JCount 77e75232f9 dnscrypt-proxy: replace old tarball with debian's archived source
This is necessary due to upstream currently being in a state of
flux, which has led to the removal of the old artifacts. Falling back
on the source tarball that Debian uses should be a safe alternate,
and there is nothing to indicate any kind of foul play was involved.
The tarball almost exactly matches
https://github.com/dyne/dnscrypt-proxy/commit/3762f45e2f0 which is
likely right before the release was tagged.

Closes #23323.
