Dominyk Tiller 11946c0d7e haxe: make neko optional temporarily
Deals with the confusion caused by the MMOSR in Neko upstream in [this
issue](https://github.com/HaxeFoundation/neko/issues/44).

Closes Homebrew/homebrew#34838.
