OpenMPI fails with clang on Mountain Lion. Adjust the build in the `fails_with` block to 421 and specify the cause. Reported upstream and noted in comments. Fixes Homebrew/homebrew#13837 Closes Homebrew/homebrew#13910. Signed-off-by: Adam Vandenberg <flangy@gmail.com>
