Dominyk Tiller 7b8819473a tor: additional optional deps
An additional optional dep for Tor.

Adds a set of caveats about the ` torrc ` file, similar to the ones we
have for ` clamav ` and others.

Closes Homebrew/homebrew#35275.

You will find a sample `torrc` file in #{etc}/tor.
It is advisable to edit the sample `torrc` to suit
your own security needs:
https://www.torproject.org/docs/faq#torrc
After editing the `torrc` you need to restart tor.
