subversion: tweak apr setup for Sierra 
I'm going to hold off on any broader changes in regards to Apple's removal of
the `apr-1-config` & `apu-1-config` executables from Sierra until we get a bit
further down the development path there.

Currently all the other formulae with explicit `:apr` deps are capable of finding
the APR libraries & headers that were untouched in 10.12 without needing to lean
on the `-config` executables to do so, so fingers crossed we can keep this limited.

Homebrew Core

Core formulae for the Homebrew package manager.

How do I install these formulae?

Just brew install <formula>. This is the default tap for Homebrew and is installed by default.

Troubleshooting

First, please run brew update (twice) and brew doctor.

Second, read the Troubleshooting Checklist.

If you don’t read these it will take us far longer to help you with your problem.
