🍻 Default formulae for the missing package manager for macOS

- Introduce pyrax resource for rackspace support (follow-up of Homebrew/homebrew#29186) - Package dependencies were generated with homebrew-pypi-poet, but manually organized (grouped by sections, no duplicates and sorted by case-insensitive alphabetical order) - Take advantage of the `resources` helper (as seen in other formulaes), instead of explicitly building the list of resources.
