Document ERR library.

Restore the ERR_remove_thread_state() API and make it a no-op The ERR_remove_thread_state() API is restored to take a pointer argument, but does nothing more. ERR_remove_state() is also made into a no-op. Both functions are deprecated and users are recommended to use OPENSSL_thread_stop() instead. Documentation is changed to reflect this. Docs: better deprecation text Expand the text on deprecation to be more descriptive and to refer back to openssl_user_macros(7). Incidently, this required a small change in util/find-doc-nits, to have it skip over any line that isn't part of a block (i.e. that hasn't been indented with at least one space. Deprecated since OpenSSL 1.0.0, can be hidden entirely by defining
B<OPENSSL_API_COMPAT> with a suitable version value, see
L<openssl_user_macros(7)>:
Document updates from wiki. PR#3071 The primary changes made are: - Updates to the "NAME" section of many pages to correctly reflect the functions defined on those pages. This section is automatically parsed by the util/extract-names.pl script, so if it is not correct then running "man" will not correctly locate the right manual pages. - Updates to take account of where functions are now deprecated - Full documentation of the ec sub-library - A number of other typo corrections and other minor tweaks

ERR_remove_state() frees the error queue associated with the specified
thread, identified by B<tid>.
ERR_remove_thread_state() does the same thing, except the identifier is
an opaque pointer.

ERR_remove_state() was deprecated in OpenSSL 1.0.0 and
ERR_remove_thread_state() was deprecated in OpenSSL 1.1.0; these functions
and should not be used.
