d0edffc7da FIPS algorithm blocking.
Non FIPS algorithms are not normally allowed in FIPS mode.

Any attempt to use them via high level functions will return an error.

The low level non-FIPS algorithm functions cannot return errors so they
produce assertion failures. HMAC also has to give an assertion error because
it (erroneously) can't return an error either.

There are exceptions (such as MD5 in TLS and non cryptographic use of
algorithms) and applications can override the blocking and use non FIPS
algorithms anyway.

For low level functions the override is perfomed by prefixing the algorithm
initalization function with "private_" for example private_MD5_Init().

For high level functions an override is performed by setting a flag in
the context.

a2617f727d Don't use $(EXHEADER) directly in for loops, as most shells will break
if $(EXHEADER) is empty.

ff90d659e6 Use double dashes so makedepend doesn't misunderstand the flags we
give it.
For 0.9.7 and up, that means util/domd needs to remove those double
dashes from the argument list when gcc is used to find the
dependencies.

4e20b1a656 Instead of telling both 'make' and the user that ranlib
errors can be tolerated, hide the error from 'make'.
This gives shorter output both if ranlib fails and if
it works.

bc36ee6227 Use new-style system-id macros everywhere possible. I hope I haven't
missed any.

This compiles and runs on Linux, and external applications have no
problems with it.  The definite test will be to build this on VMS.

cf1b7d9664 Make all configuration macros available for application by making
sure they are available in opensslconf.h, by giving them names starting
with "OPENSSL_" to avoid conflicts with other packages and by making
sure e_os2.h will cover all platform-specific cases together with
opensslconf.h.

I've checked fairly well that nothing breaks with this (apart from
external software that will adapt if they have used something like
NO_KRB5), but I can't guarantee it completely, so a review of this
change would be a good thing.

4e20a4e688 'ranlib' doesn't always run on some systems. That's actually
acceptable, since all that happens if it fails is a library with
an index, which makes linking slower, but still working correctly.

ce2d00b2b4 On case-insensitive systems, the 'install' target gets matched against
the 'INSTALL' file, which means that 9 times of 10, the BlowFish
headers won't get installed.  Avoid this in the same way it's done in
crypto/des/Makefile.ssl, where someone apparently has thought of this...

24aaff588a Remove "Makefile.uni" files and some related stuff.
This was meant for building individual ciphers separately;
but nothing of this is maintained, it does not work
because we rely on central configuration by the Configure
utility with <openssl/opensslconf.h> etc., so the files
are only wasting space and time.
