e31066f7e9 Add the ability to test EBCDIC builds 
This adds the define CHARSET_EBCDIC_TEST which enables testing of EBCDIC
code on an ASCII system.

5fd1478df3 Fix building with -DCHARSET_EBCDIC 
Building with -DCHARSET_EBCDIC and using --strict-warnings resulted in
lots of miscellaneous errors. This fixes it.

349807608f Remove /* foo.c */ comments 
This was done by the following
        find . -name '*.[ch]' | /tmp/pl
where /tmp/pl is the following three-line script:
        print unless $. == 1 && m@/\* .*\.[ch] \*/@;
        close ARGV if eof; # Close file to reset $.

And then some hand-editing of other files.

06e4024d98 Oops, this file already had the "empty source file" workaround but it 
requires -DPEDANTIC and was hidden at the bottom of the file. This moves it
to the top and removes the redundant declaration.

Remove some "WTF??" casts from applications.

Fixes to keep VC++ happy and avoid warnings.
