f4868c9921 Remove inconsistency in ARM support. 
This facilitates "universal" builds, ones that target multiple
architectures, e.g. ARMv5 through ARMv7. See commentary in
Configure for details.

dabfbea7d9 Add linux-aarch64 taget. 
armcap.c is shared between 32- and 64-bit builds and features link-time
detection of getauxval.
