de0dc006a5 Fixup include path in ossl_shim test after e_os.h work 
The include search path was not picking up files in the root of
the tree.

ce2596d404 Control building of ossl_shim through Configure 
Don't build ossl_shim by default. Switch it on through
enable-external-tests.
