1. In addition to overriding the default application name,
one can now also override the configuration file name
and flags passed to CONF_modules_load_file().
2. By default we still keep going when configuration file
processing fails. But, applications that want to be
strict about initialization errors can now make explicit
flag choices via non-null OPENSSL_INIT_SETTINGS that omit
the CONF_MFLAGS_IGNORE_RETURN_CODES flag (which had so far
been both undocumented and unused).
3. In OPENSSL_init_ssl() do not request OPENSSL_INIT_LOAD_CONFIG
if the options already include OPENSSL_INIT_NO_LOAD_CONFIG.
4. Don't set up atexit() handlers when called with opts equal to
OPENSSL_INIT_BASE_ONLY (this flag should only be used alone).

Fix the NULL check lack in a different way that is more compatible with

Also mark and pop the error stack instead of clearing all errors when something

The problematic case falls back to a NULL conf which returns the result
of getenv(2). If this returns NULL, everything was good. If this returns
a string an attempt to convert it to a number is made using the function
pointers from conf.
This fix uses the strtol(3) function instead, we don't have the
configuration settings and this behaves as the default would.

Visual C version from version 2003 complain about certain function
names, for example:
apps\apps.c(2572) : warning C4996: 'open': The POSIX name for this item is deprecated. Instead, use the ISO C++ conformant name: _open. See online help for details.
This adds preprocessor aliases for them in e_os.h.
Additionally, crypto/conf/conf_lib.c needs to include e_os.h to catch
those aliases.

Strictly speaking, it isn't stdio and file access which offend me here;
it's the fact that UEFI doesn't provide a strdup() function. But the
fact that it's pointless without file access is a good enough excuse for
compiling it out.

Add new extension functions which work with NCONF.
Tidy up extension config routines and remove redundant code.
Fix NCONF_get_number().
Todo: more testing of apps to see they still work...
sure they are available in opensslconf.h, by giving them names starting
with "OPENSSL_" to avoid conflicts with other packages and by making
sure e_os2.h will cover all platform-specific cases together with
opensslconf.h.
I've checked fairly well that nothing breaks with this (apart from
external software that will adapt if they have used something like
NO_KRB5), but I can't guarantee it completely, so a review of this
change would be a good thing.
NCONF_get_number_e() is defined (_e for "error checking") and is
promoted strongly. The old NCONF_get_number is kept around for
binary backward compatibility.
Actually, it's a feature that it goes looking at environment
variables. It's just a pity that it's at the cost of the error
checking... I'll see if I can come up with a better interface for
this.

I have retained the old behavior of the CONF_* functions, and have
added a more "object oriented" interface through NCONF_* functions
(New CONF, you see :-)), working the same way as, for example, the
BIO interface. Really, the CONF_* are rewritten so they use the
NCONF_* functions internally.
In addition to that, I've split the old conf.c code into two files,
conf_def.c and conf_api.c. conf_def.c contains the default config
object that reads a configuration file the standard OpenSSL way, as
well as configuration file with Win32 registry file syntax (I'm not
sure I got that one right). conf_api.c provides an API to build other
configuration file readers around (can you see a configuraion file in
XML? I can :-)).
Finally, I've changed the name conf_lcl.h to conf_def.h, since it's
made specifically for that "class" and none others.
