871c675b85 The SHA256 is not a mandatory digest for DSA.
The #7408 implemented mandatory digest checking in TLS.
However this broke compatibility of DSS support with GnuTLS
which supports only SHA1 with DSS.

There is no reason why SHA256 would be a mandatory digest
for DSA as other digests in SHA family can be used as well.

Also allow r/s to be NULL in DSA_SIG_get0, similarly to ECDSA_SIG_get0.

ea6b07b54c Simplify DSA public key handling.
DSA public keys could exist in two forms: a single Integer type or a
SEQUENCE containing the parameters and public key with a field called
"write_params" deciding which form to use. These forms are non standard
and were only used by functions containing "DSAPublicKey" in the name.

Simplify code to only use the parameter form and encode the public key
component directly in the DSA public key method.
