Currently SM2 shares the ameth with EC, so the current default digest
algorithm returned is SHA256. This fixes the default digest algorithm of
SM2 to SM3, which is the only valid digest algorithm for SM2 signature.

ASN1_PKEY_CTRL_DEFAULT_MD_NID is documented to return 2 for a mandatory
digest algorithm, when the key can't support any others. That isn't true
here, so return 1 instead.

A new method is added to EVP_PKEY_METH as:
int (*check) (EVP_PKEY_CTX *ctx);
and to EVP_PKEY_ASN1_METHOD as:
int (*pkey_check) (EVP_PKEY_CTX *ctx);
This is used to check the validity of a specific key.
The order of calls is:
EVP_PKEY_check -> pmeth.check -> ameth.pkey_check.

Some hardware devices don't provide the public EC_POINT data. The only
way for X509_check_private_key() to validate that the key matches a
given certificate is to actually perform a sign operation and then
verify it using the public key in the certificate.
Maybe that can come later, as discussed in issue 1532. But for now let's
at least make it fail gracefully and not crash.

Make EVP_PKEY_copy_parameters() work if the destination has no type
(e.g. if obtained from EVP_PKEY_new()) or the underlying key is NULL.
This is useful where we want to copy the parameters from an existing
key to a new key.

This change saves several EC routines from crashing when an EC_KEY is
missing a public key. The public key is optional in the EC private key
format and, without this patch, running the following through `openssl
ec` causes a crash:

Add X9.42 DH KDF. Move sharedinfo generation code to CMS library as the
same structure is used by DH and ECDH.
Move ASN1_OBJECT typedef to ossl_typ.h so it can be picked up by dh headers
without the need to use ASN1.
