Fix duckstation sa. Needs evdev or will segfault.
...
Also remove cmake options that have been deprecated.
It looks like duckstation sa has recently been completely revamped so we will probably be stuck on this commit going forward.

disable the "variable refresh rate" (Free-Sync / G-Sync) in Retroarch, as it seems unnecessary for the Anbernic devices (as far as I know) and it can cause stutterings
