Resolved #2822 - normalized the amount of strategic resources, so they're roughly on par with the amount of luxury/bonus resources
...
Also, 'spectators' can now see all resources, even ones which require advanced techs

Added as a separate nation with full visibility.

- Minimum 1 active player (Human or AI) to start the game.
